Introduction
The Supplemental Nutrition Assistance Program (SNAP) is an extension of government
entitlement programs, such as unemployment compensation and Medicaid, and offers nutrition
assistance to low-income individuals and families to secure a nutritionally adequate diet.
According to the United States Department of Agriculture (USDA) federal food aid began in
1933, during the Great Depression. In the early years, the poor were sometimes also given inkind food aid, in the form of foods that were overproduced, purchased by the government, and
then given to the poor. From the earliest years, food aid in the US was never supposed to be the
only source of food for families, nor was it supposed to be nutritionally adequate for more than a
very short period of time. Indeed, as many analysts have shown, keeping people off food aid, or
severely limiting access to it, has been an explicit goal of federal lawmakers and county and state
officials (Gordon 1994; Kotz 1969).
The first program was eliminated in 1943 as war spending brought the country out of the
Depression. For the next 18 years, most of the country was better off. But there were still heart
wrenching pockets of poverty. In 1960, John F. Kennedy was campaigning for the Democratic
Party’s nomination for President and West Virginia was a key battleground primary. According
to Blythe (2004), Kennedy campaigned tirelessly and talked with hundreds of poor coal
and workers. Kennedy won that primary, his party’s nomination and the Presidency all the
slimmest of margins. He never forgot his experience in West Virginia. Kennedy was inaugurated
in January 1961, and he promised an optimistic future despite the fact that there was a troubling
recession going on and surplus farm products piling up in government storage bins. Not content
to wait for Congress, his first Executive Order was to re-instituted a “pilot” food stamp program

based on the Depression-era model. After Kennedy’s assassination, President Johnson requested
congress to make the program permanent in 1964. In 1974, Food Stamps became a nationwide
program, and by July of that year 14 million people a month were participating. Finally, in 1977,
a major revision was pushed through with the support of President Jimmie Carter. The 1977
program finally allowed the poorest of the poor to be given food stamps instead of having to pay
for them. The program greatly expanded the number of people who were eligible while still
cracking down on fraud.
The social work profession historically based much of its language and premises for
practice on the foundations of the Christian church, one of the first originators of this notion of
helping others. Additionally, Christian spirituality laid the foundation for the establishment of
moral and social justice in both religious and secular institutions. The third and fourth social
work values are dignity and worth of the individual and the importance of human relationships.
The social work principles dictates that “social workers recognize the dignity and worth of the
person” and the “central importance of human relationships” (NASW, 1999). Each of these
principles parallels with Christ’s death as an act of unconditional love for others as well as
Christians being called to love their enemies and their neighbors as themselves (Luke 6: 27;
Luke 10: 27). As I consider this social welfare reform topic of SNAP. I believe the role of
Christianity impacts service delivery and requires that professionals who are kind, empathetic,
and zeal to help others are needed at the forefront of linking people to resources.
I chose this topic because I am compelled to learn more about the various was this social
welfare reform policy evolved. I grew up in a low income home. I realized that my family could
not afford many of the luxuries that my friends could. Although we had barriers, we never went
hungry. It was not until I became older, I realized that my mother was receiving services through

SNAP benefits. I am a BSW student and soon to be a social worker. It is my earnest desire to
learn about programs that could benefit all clients that I serve.
