Project Description
Lightning Corporation is planning to open a new location in the Baltimore-Washington
metroplex. Over the past 30 years Lightning Corporation has expanded their nationwide chain of
drive-in restaurants to nearly 2,000 locations. They currently have no locations in the BaltimoreWashington area and have contracted with your firm, Central PM, to manage the construction
project. Successful management of this project would position your firm to manage the
construction of Lightning’s planned 50 new locations to be opened over the next five years.
Central PM has extensive project management experience in turnkey operations and is anxious to
form a relationship with Lightning Corporation. Central PM has been awarded Phase 1 of the
project. Phase 1 includes developing the project plan and gathering bids from subcontractors.
Lightning Corporation has provided a comprehensive list of the major construction activities
which will be used for bidding and developing the baseline project plan. All construction work
will be completed through subcontracts with firms specializing in each type of work. Time and
cost estimates (time and materials) of each task have been provided by local construction
contractors as part of the recently completed bidding process.

Based on the information provided in Table 2, create a work breakdown structure (WBS) using
the appropriate PM software (MS Project – Gantt Chart). Include both the level one division and
level two specific activities (by indenting the level two activities under the level one divisions).
Based on the experience of Lightning Corporation, these activities represent the major work
packages required to construct a new restaurant location. Procurement of the materials will be
managed either through the construction subcontractor (concrete, brick, roofing materials,
plumbing fixtures, kitchen equipment, etc.) or Lightning Corporation’s central office. As a
result, procurement lead times will not be included in your baseline project plan.

is not necessary to insert labor rates since each activity will be awarded to a subcontract
construction firm based on a fixed-price contract (specific fixed costs will be entered on each
activity rather than hourly wages and time estimates).

Use the information below to set up the project parameters in Microsoft Project:
1. The project construction start date is second Monday in May of next year.
2. The following holidays will be observed: New Year’s Day, Memorial Day, Independence
Day, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day. Any holidays
that fall on a Saturday will result in a Friday off and any holidays that fall on a Sunday
will result in a Monday off.
3. Each resource has currently committed crews that work eight-hour days Monday through
Friday (weekends should be identified as non-work time which is the default in MS
Project).
Use the information provided in Table 4 to complete the activity setup in the PM software
including the activity duration, activity precedence, activity cost and activity resource
assignment.
